Stew Estes speaks at the WASPC Exposition and Training Conference

Stew Estes presented to the Washington Association of Sheriffs and Police Chiefs (WASPC) at their Spring Exposition and Training Conference on May 21, 2014 in Spokane. He discussed the issue of whether private emails generated on a government computer, and conversely government messages and calls placed on a private smartphone, qualify as “public records” under the PRA.
